What games have the best towns and cities? Somewhere that has a lot of unique NPCs, locations and pleasant music. Lindblum from FFIX comes to mind but that's nostalgia talking. Vivec from Morrowind is definitely interesting but it does feel very static. The Witcher 1 and 2 definitely have some lively towns and cities. I haven't played 3 yet.
I've heard that Trails in the Sky is really good for unique NPCs but I can't remember if I made that up.
Any thoughts?

The trails series is god tier in general for that reason. It's insane how much attention to detail there is. Just note that it's a very long ride once you get into the series. I've played all 7 so far, and the waiting game is rough.

Who in the world liked Vivec? Other than the moon prison it was so damn bland. The Redoran city with the giant crab, or any mushroom tower, were way neater.
I remember when I played BOF3 the one of the early towns surprised my by feeling big, and like a realistic town. Too bad the characters and pacing was so shit I couldn't force myself to play much further than that.

There's practically three villages in the whole game, but I quite liked the hubs in the first Nier.
Something about the music and atmosphere, and depressing side quests.

Yeah, it's the first in the trails subseries. You can disregard what >>389251769 said, there are legend of heroes games before them but they aren't related to trails. The trails series is all connected, with each game taking place on the same continent in different countries at around the same time.

i loved lindblum as a kid and still thought it was a really cool place when i replayed this a year ago. treno was always my second favorite

The towns and cities themselves are pretty small compared to modern JRPGs but they have extensive lore and NPC interactions.
Every Suikoden castle town is good. Usually good music, nothing special in terms of design, but can't be beat in terms of unique NPCs. After all, how can you beat a town populated by NPCs you recruit yourself (and others who came because you built it up and made it what it is), most of whom you can even put into your party if you want.
But among all of them Suikoden 3's sticks most strongly in my memory.

If we're talking pure visuals, Altissia in FF15 is hands down the comfiest and most beatiful location I've seen in a video game.
There's practically no interactivity or NPCs that aren't just window dressing though.
It's such a shame the game ended up the way it did, because the artists and designers did one hell of a job.
Exploring Altissia is a very melancholy experience since you get to see all the potential being squandered before your eyes.
There's even a couple empty quest boards where you can see that the city was originally meant to play a much more important role.
