From what I read, you can get 56, flash it with 64's bios, undervolt and then overclock. You will get around 1080 performance for $100 less. I subscribe to a few youtubers who actually benchmark shit properly and aren't massive shills, then I look up benchmarks on Tom's Hardware are the like to make sure I get a good idea of what performance I can expect for my budget.
Hardware Unboxed is a pretty good channel, he does a lot of apple to apple comparisons and benchmarks going as far as to test different memory configurations and a few community rumors (e.g how much RAM speed affects performance on ryzen etc)

You don't need to keep up with everything happening in the industry or know the specifics of the GPU under the hood, just keep in mind the real world game performance, temps and energy usage. Keep it simple.

What you should do is pool all of their benchmarks, average them out and remove the extreme outliers.

Their rig does not have the bloat of everyday use and AMD/invidia gives them the best chips.

Ryzen has decent enough IPC that it is fine for emulation, it's just not the best because of single core performance and frequency limitations.
So the 7700k is still the go-to chip for Cemu, but anything under that is perfectly playable on weak CPUs anyway.

Because I upgraded from an i5 3570k my Cemu performance was actually better on the Ryzen 1600, so it seems like a very specific discussion.
If you're choosing a new chip, Wii U/PS3 emulation seems like a small portion of what you'll use it for, and if you already have a more recent Intel chip you won't want to upgrade just yet anyway.

I can tolerate Ryzen shittery, even though it's objectively losing in gaming applications to a similarly priced jewtel cpus in 9 cases out of 10, at least it doesn't lose by much and it's better for general workload, and it's more stable, and there's a tiny possibility that devs will start optimizing for it so maybe it will be more like 5 out of 10 later, but Vega is legit garbage right now and by the time prices will stabilize we will have 1100 series that are guaranteed to shit on Vega due to the fact it took them so long.

Ryzen is legit better than Intel unless money is not a factor at all. I have an i5 but I bought it when AMD were making shit CPUs, if I were building a computer now I'd buy an r5 1600 in a heartbeat. Intel CPUs have been nothing but housefires with 2% performance improvements for way too long now.
