What should happen is that accounts should be flagged if they haven't logged in for 90 days. But, the flag only makes the other user change their name and not delete it. Would be super simple to implement, simply store last login and whenever someone creates an account and a username exists. Check last login with the server and if the account exists prompt the new user if he wants to take the name or allowd the other user to keep it. If the other user wants it simply flag the other user for a name change and send an email to him about it. This way people who stops playing can't hog names and people can keep theirs by simply login in.
