Basically the reason why the Hero of the Event can become the guildmaster of all guilds and do every single possible quest ever and yet no one ever knows his true identity is because he's actually multiple people.
That doesn't mean that there's multiple Dragonborns or Nerevarines, though, just that the people who became the guildmasters, for example, eventually got mixed up with the Hero from the main quest.

It's pure headcanon, really, but it still makes sense and I like the theory.

You can just wear a shirt to cover the arms. However, form a lore standpoint, you can just say that an average recruit isn't going to get anything more than a cheap cuirass and whatever spare boots can be found. Full body armor is EXTREMELY expensive.

THIS IS WHAT SKYRIM IMPERIALS SHOULD HAVE LOOKED LIKE

Does anyone else really like Morrowind but not like the open world aspect to it? I really like the lore, the landscapes, and I even think the combat is fine. But I'll do a few side quests, or explore a few tombs, and then only do the main quest to finish the game and never want to do anything else. I don't find any of the side quests or places to explore particularly intriguing and it ends up feeling like I'm bored and wasting time.

It's an absolute disgrace, going from Morrowind to Oblivion to realise suddenly you can't wear clothes under the armour, or a robe on top.
I get it, with the enchantments Oblivion allowed you it would have made you even more unstoppable than you generally get, but that's something relatively easily resolved.
