Mania is close to 3&K and has better animation, even slightly edges out in level design but it falters in the finale and gets some of the little touches, like bonus stages, wrong. They even forgot that Angel Island should be floating at in the opening cutscene. There's a lot of obvious cut content in the last half and it doesn't transition as smoothly as the first half. 3&K is a much more complete game.

Eggman (and Tails) detected special distortions on Angel Island, Eggman sends 5 Eggrobos to investigate. Sonic and Tails arrive just as they dig up the Phantom Ruby, which distorts time/space and scrambles the Eggrobos, giving them sentience and new looks, but also making them unruly.

Better question would be why Angel Island isn't floating. The Master Emerald was in place and the only reason it was in the water in Sonic 3 was because the Death Egg landed on it.

The tech demo Stealth and Taxman showed to him only had Studiopolis. Iizuka then prolly ordered more classic stages that he loves.

Making original art assets and level layouts can take a lot of time. The game would have to be delayed to mid/late 2018 to be the same length as what we got and have 100% original stages.
