This has been a problem in every Bethesda game post Oblivion. Oblivion was clearly a fantasy setting and worked as such but in every Bethesda title since then the world building has completely failed.
TESO is maybe the worst offender, the maps are simply awful and made even worse by the extremely short draw distance.

Cyrodiil was worse than Vvardenfall but it was still comfy and felt like exploring an actual world. Skyrim was total turd, I just tried to start playing it again but it's so damn generic and cringe-worthy dialogue and voice acting during the tutorial section really killed the immersion right away.

I disagree. If anything, I'd argue that Skyrim was far, far better than Cyrodiil: which still does not make it good. It just makes Oblivion an utter travesty of world design and world-building, and the only Beth game that managed to do even fucking worse was Fallout 3, somehow.
I'm very, very far from defending Skyrim, but I think anyone who claims it's universally worse than Oblivion, or who complains that Skyrim is generic yet does not have an issue with Oblivion is biased as fuck and does not in any way actually reflect the in-game reality. Oblivion was inconsistent, ugly, lacking any form of theme, direction, focus - anything that would ever be worth actually exploring. Skyrim, as badly as I think they handled it, at least had a theme to it and a handful of locations that at least looked interesting at first glance, even if the illusion immediately shattered once you started talking to the first NPC.
Oblivion did not have even that. It was a bunch of hideous boring tropes from the most boring and generic fantasy, randomly thrown around the map with absolutely zero rhyme or reason.
