Whereas Zamasu had several pretty substantial forms coupled with immortality that he could be a pretty awesome boss fight. Unplayable huge bosses are the worst. Besides being a waste of resources that could be spent on the regular roster they're usually also tedious to fight and don't really make use of the game's mechanics since it's basically like just fighting a wall. Just making a stronger version of a regular character is preferable since it let's us have a playable version of whoever the boss is and saves time and resources that are better

Budokai 2 is 2D and has an interesting story mode that is unique to all db games with boardgame-esque worlds that you travers and different characters move on it like on a board.

Tenkaichi 2 is the pinnacle of the the 3D games on PS2 that introduced alot of cool shit like exploding planets (stage transforms) and had a shitload of characters.

Ascended Saiyan was initially just Super Saiyan pushed to its very peak, it wasn't "WOAH BRAND NEW TRANSFORMATION, SLIGHTLY DIFFERENT HAIR SO ORIGINAL!!" like Super Saiyan 3 that came later. As just that, the end point of Super Saiyan, it's fine. But with Super Saiyan 3 continuing the trend of making more transformations, trying desperately to be visually different from its prior forms, it just makes SS2 retroactively look less interesting. And it's not even even particularly interesting in the first place. That was just as far as Saiyan transformations should have carried them, which is fine.
