Just make a Need For Speed Underground 3. Make a large, unique city with several distinct areas that you're able to free roam. Have a ton of customization, include a cheesy story, set it mostly at night, include a memorable soundtrack. The car physics model in Underground 2 was basically perfect for a semi-arcade racing game, so just throw a system like that in there. There don't need to be cops. It shouldn't be that hard, but they keep fucking around by trying to make movies instead of compelling games. The newest one, Payback, literally has setpieces within a race that will always play out one way no matter what you do. It should be a racing game, not a movie.

I actually completely agree. I don't really like most of those artists, yet every song in Burnout 3 just felt perfect for the game. It's the one game soundtrack that I still occasionally listen to (outside of the game) 13 years later. And I don't typically listen to game soundtracks outside of games, period.

Playing through the hot wheels DLC in FH3 while listening to B R E A T H I N G is great fun. Because the artists are fucking god-tier. Go back a game to NFS3 and it's almost entirely the same couple artists- Rom Di Prisco, Matt Ragan, Saki Kaskas- without any of the extra less-great artists from HS (Junkie XL and others).

3's soundtrack is fucking pristine, not least of which because each track is meant for a specific racecourse, instead of being played randomly, and in-game the music will change depending on where you are in the race, how fast you're going, if you're in a pursuit, etc. Shit's great.

Not at the time there wasn't- the first Gran Turismo didn't come out until '97, Forza didn't come around 'till 2005, most of the earlier games were either one-make games (i.e. Ford Racing, Ferrari Challenge, etc.) or lacked the amount of content and detail NFS had. Don't forget NFS4 alone had shit that the competition wouldn't have for YEARS, despite its arcade handling and design- 3d interiors, cars whose performance was dictated by center of gravity, weight, aerodynamics and gear ratios instead of just a number for top speed (seriously, check the files, they're all plaintext and most of them are 1:1 to the real cars, including stuff like the Chevies having a 6-speed manual but only a 4-speed if you're racing with automatic), night AND weather racing on every track, and a damage model that's way more detailed than the simple bars on screen show (i.e. getting into front-end collisions in a rear-engined car won't hurt the engine nearly as much as in an FR car, keep smacking one side of the car and that side will start dragging you around, hitting shit at nighttime will break your headlights- individually- and leave you in the dark, driving behind someone on gravel has a chance of chipping your windshield with damage that stays there in cockpit view until you repair the car).

I mean, thinking about it, on the surface level, taking all addons in consideration, it seems alright and there is not much they could have added. They were going for an exotic feel and that is best captured by Europeans, after all.
Yet in the base game I feel there are cars missing here and there. B class feels empty, A class an afterthought, AA class is where you finally have a choice and then with AAA class we are back to where we started with only 2 choices.
Compared to Hot Pursuit, High Stakes also dropped the ball on Concept cars, with the El Nino being just pure fantasy trash instead of what we got in HP

That weirded me out too, going back to them from Hot Pursuit 2 and I'd completely forgotten the lack of Ford. I made the mistake of cheaping out and getting the BMW M5 and god it was completely fucking unusable. I don't remember if that race is against the F50 or the 550 Maranello but god, it actually gave me chills. Finally winning and driving it also made me notice another neat detail: it's one of the few cars that makes an audible 'clink' when you change gears in cockpit view instead of the usual dull 'thunk'- because it has a gated shifter! I don't think there's even a way to see it ingame, the photo-based cockpit cam doesn't go down that far and you can't see that low in an actual race. The interior of the third-person car might have it modeled, though- not 100% sure but it wouldn't surprise me given that they went as far as to show the dashboard gauges lighting up when you turn on your headlights even in third person.
