Nah, BotW is definitely the best game there.
GTA V is close, but only because you can mod the fuck out of it.
As far as base games go though:

anyone who thinks open world games are inherently bad probably started playing them with Assassin's Creed 1, they were probably too young for games such as DRIVER 1 & 2, Mafia 1, Morrowind, Gothic 2, and Grand Theft Auto III/Vice City/San Andreas.
