You're supposed to find Past Signs, while avoiding Future Signs.
You're supposed to find good spots to maintain speed, by ruling out spots that don't allow for it (like ones with the obstacles you brought up), so you can travel to the Past.
Then you hunt for the Generators, after which you make that triumphant short jog to the end.
That's what the levels are built for. There's a reason that there are few spots where you can maintain top speed long enough to time travel, and why there are many where your speed is obstructed. Because it's a video game, and your objective isn't supposed to be handed to you on a silver platter.

Exploring Collision Chaos, Wacky Workbench, Metallic Madness and Stardust Speedway is a gigantic clusterfuck. And if you make it to metallic madness and haven't found everything there's no way to go back, you either have to start a new game from scratch or mash the reset button every time you fuck up. If it just new game plus'd you back to Palmtree Panic it'd be a giant improvement because then at least you'd get to replay the Good Future stages you've made in previous runs.
Sonic 2 does the same but it's irrelevant because it doesn't even have a save, so you're starting over no matter what you do, so who cares. Sonic 3 has a level select that saves your chaos emerald progress and lets you replay levels once you clear the game.

The only zone that is honestly pretty bad is Wacky workbench because of all those bouncy floors
