You're aware the minimum requirements for Windows 7 are 1GB of RAM for 32 bit and 2GB for 64 bit right? They're factoring in OS overhead in case you're running in Windowed, you literally can't run a game on Windows 7 with less than 2GB. Sure they could port it to Windows XP, it's only DX9, but the Steam Survey shows not a lot of gamers are still on XP so it's not worth the trouble for such a small dev team.
