As for games, well, the Freedom Fighters are really the last remnants of the original "Westernized" elements of Sonic. Generally those elements had no bearing on the games aside from the (American made) Spinball and SoA's attempt to pass off Amy as Sally in the early Sonic CD manuals.
Also, after the lawsuits the Archie comic had, Sega would probably want to avoid using them in the games at least.

No. Sega of Japan is legally barred from using any US characters. The only reason they were in Spinball is because it was made in the US.

Sonic Adventure pretty much redesigned everyone (Sonic Tails and Knuckles were apparently styled after Graffiti art), so it's understandable.
SatAM/Archie usually used more western or "Cartoony" artstyles (Even the "Man of the Year" short in Sonic Jam, looked kinda Animaniacs-ish if I remember correctly) and the comic especially used more "anime" designs as time went on.
One of the things the reboot did was redesign most of the characters to look closer to the current games' style.

There's a slim hope in the IDW comics if SEGA isn't putting an even-tighter leash on them (between Archie's incompetence, Penders' dark age and SEGA's own marketing-control).

As for the mainline games? Hell no, Japs are legitimately racist towards outside-creations melding into their own. It'd have to be another Boom scenario for it to even be considered.

There was even a spinoff comic dedicated to stories that were happening outside of the main book featuring characters like Team Rose, the Chaotix, etc.

The SatAM characters were fine back then because Sonic didn't really have an extended cast outside of Sonic, Eggman, and Tails. Now, the games have introduced countless characters (many which could easily fill the roles of the freedom fighters) making them rather redundant.
