Why has everybody forgotten Generations? Yeah Mania was great, but it also had fairly little new content, Generations was great and was also all brand new and a long game.

All the Sonic Mania devs did was use existing Sonic game assets. It's a lot easier to make a romhack than it is to make an entirely new video game from the ground up.

The fangamers who made Sonic Mania wouldn't even know HOW to make Sonic 4.

It has 9 fucking zones. It can be beat the same time as Mania, and that's including cutscenes and the Rivals+Missions inbetween. Mania has 12. Missions are about as valuable Time Attack and Special + Bonus Stages.
