Most more recent tier lists have him at the bottom of mid tier at worst, which in Smash 4 still seems to mean "viable", or at least a decent counterpick (similar to the likes of Duck Hunt, Ness, and the likes). Check out Mr. R's stream sometime, he's been working Roy.

The game is more than balanced enough that unless you're at the very, very top, you can play pretty much anything and not feel gimped.

I don't actually enjoy playing Melee that much because the controls feel prohibitively tight and I don't particularly care for a single member of the roster. I still would prefer if the newer Smash Bros games tried to replicate it a little bit, though, and although I think Sakurai is a good developer, his mentality on competitive vs. casual play is idiotic.
