Well, it's not that I know exactly how DarkRP is supposed to work, whoever makes a server is free to decide things like that.
Often when I used to go to darkrp, the police didn't really spawn with a gun, they just had a stun and arrest batons. At most they would just have their pistols.
But yeah, being a /v/ server, spawning with a CS weapon might not be a good idea.

I keep seeing errors everywhere because I don't have CSS and Steam are too jewy to let you download the texture files for free.

I remember once blocking off an entire half of the map, putting up signs at the "border checkpoints" and essentially creating an entirely separate town with it own mayor (the mob boss, me) and police force (the gangsters). We did not allow "regular" cops & the mayor into our half because it constituted an invasion.
People actually played along and we had a good three-quarters of the server on our side when some buttkid admin logged in and decided this constituted a "prop block". Got banned for having creative roleplay fun.
