If you're talking about them as an actual team than Investigation team is dead fucking last without debate. Both SEES and the Phantom Thieves took initiative when in reason. Investigation team however sat on their asses until somebody gets kidnapped and does everything half assed.

The atmosphere, setting and soundtrack are outright good, the characters are pretty shallow and hit-or-miss in my opinion, but they're still a good cast on the whole, but the story is not good. It really lacks the thematic core of 3 and 5 and it feels like you're never making any progress, on top of that it all feels very low stakes when they pull things like bringing Nanako back from the dead with no consequences. I like P4, I even prefer Golden to P3, but it drops the ball with its story.

IT would lose no question. The only members of each group that matter are Yu and Joker because they're the strongest by far, and while they're nearly equal in strength, Yu can't resist gun, psychic or nuke because those attributes aren't in P4, while Joker can resist everything except for almighty. Joker could just use an amped up nuke or psychic attack on Yu and win no problem, he could also knock him down with down shot while Yu couldn't reliably knock Joker down.

Reliably taking him down with the Embryon at their absolute best can't be done because he can end it in one turn if he feels like it, and the only member of the PT who could survive a single turn against him is Joker, who's not going to survive on his own. PT still stands the best chance, but they don't stand much of a chance.
