It has more specific technical names if you actually pinpoint the cause, but for the most part people just call it texture stretching or polygon stretching when they're troubleshooting. Some people call it artifacting but that's a more generalized term for unwanted graphics card behavior that can manifest in a lot of different ways. This sort of stretching is almost always a software problem.

It's common with Bethesda games. Even completely unmodified certain actors or assets in their games will do this and blanket the horizon if left alone. Community patches usually identify these problems and fix them. Patching New Vegas to make it playable and stable can be pretty time consuming but it's come a long way. The last time I installed it and played it I managed to not crash once with an 80 hour save.
