The fight is conceptually cool as fuck, but Big Boss doesn't move or attack aggressively enough for the fight to have the tension it needs.

I still think it's one of the best final boss fights in the series, though.

Liquid Snake was definitely the best villain out of all of them. He wasn't the best character or antagonist, but he was still fun, extremely well executed, memorable, and arguably one of the few on this list that is eligible as a villain.

Solidus and Ocelot were trying to stop the patriots, not villains.
The Boss was completing a mission for the USA. Not villain.
Hot Coldman wanted to end the threat of nuclear war through deterrence theory. Not a villain.
Armstrong's goal was a strengthened united states under his own leadership and the end of media cycles and the aftermath of the patriots. While his motives make it questionable to whether he was truly a villain, his methods of mass genocide make him a villain.
Liquid was a terrorist but his threat was an attempt to retrieve Big Boss' body. His role as a villain is questionable, it seemed more like he just wanted to show up Big Boss and Solid Snake more than actual terrorism or conquest. His methods make him a villain though.
Skullface was an actual villain. His goal was global conquest by controlling every nuke on earth. And his side goal was terrorism through the death of every english speaker. His motive being revenge. What a bad guy.
Volgin was actual bad, too. That's made clear in every scene he's in, there's no potentially positive motive behind his actions he's just a tyrannical jerk.
Finally, Big Boss was a terrorist bent on eternal war and a world full of soldiers fighting that constant war. He acquired every remaining nuke as a means to his goal. Out of every villain he was the most successful because was farthest along with his plans before being stopped, and the scope of his plan was the most destructive.

There's no mistake there. As a DM, lawful does not always imply following the laws of a nation, but it can mean adherence to a systematic code of ethics, the rules of an organization, or a personal code of honor. Mercenaries are usually lawful evil, but Big Boss is a different beast in the sense that he has a personal code of honor and his more villainous plans are systematic and diabolical than just being some faggot that slaughters and causes mayhem needlessly. Everything you learn about Big Boss from the throwbacks to the MSX games during MGS1 and everything that follows in the rest of the series builds him up as a Lawful Evil character, which is shown through his methods, his goals, his personality, his actions, and the company he keeps and those that still act for him after his alleged death.
