There arent a lot of interesting sidequests but its worth 16 BD's as something to fuck around with.
Would recommend finding a Mod or 2 to rebalance combat so that fights dont just turn into Stupidly large healthbars: The game and making some ammo scarcer/ more expensive though otherwise you'll quickly end up with more Ammo than you could ever use.

No idea if you can sadly (I got it on PC) the mods should mostly just be edits to drop tables, default item values and NPC stats which doesn trequire custom assets so there should be some mods on PS4 that offer that. If not just dont bother with the harder difficulties because Bethesda's RPG team thinks just giving the enemies more health= harder gameplay.

mechanics themselves are fine but its ugly, repetitive and most importantly pretty bugged
get it for 5ish if you must try
