It's a nonogram/Picross. The numbers represent the number of boxes that get filled in with each line. So, the top row has all 15 boxes filled in. The leftmost column has a set of 4 boxes, above a set of 6 boxes.

The other rules is that one empty black box must separate any two sets up numbers, and that the numbers are in order. That is, the 4,6 in the leftmost column means that there is a set of 4 blocks above a set of 6 blocks.

Some nonograms include multiple colors and so don't use the empty box rule, but with a simple one like this, only one color is used and so there will always be an empty box between separate numbers.

Practice intelligently. Don't just skip to see the answer of a puzzle, genuinely give each puzzle a shot. If it's taking up too much time look up the solution and then go back to the puzzle and work out why the solution makes sense. Consider the context the puzzle comes in, why it was presented in that specific way, and even consider how you would phrase a functionally identical puzzle using words you would consider clearer or more appropriate.

Over time you'll get better at recognizing what a puzzle is expecting of you before you even finish reading it.
