Its a simple platformer with a fantastic soundtrack.
Not every game needs to be as hard as Dark Souls or as long as Persona 5.
The Pirate's Quest dlc was lazy re-using the same levels as the main game, having Pirate's Curse gameplay was great but aside from some cute cutscenes and bathtub animations the levels were mostly unchanged.

I wish they'd just go alternate universe with it or make new levels or at least bosses. Risky's story tries to slot itself between the Dynamo being completed and Shantae storming Risky's Hideout (with a different ending that still results in the same status quo) but it just feels silly that every bad guy is already at it again.

To echo the rest I thought PC was the best too and even then it's not amazing. HGH felt like a step backwards, probably because it was kikestarter shit. Felt even more arcadey and just flat out half-finished. It's so fucking short and padded with the worst backtracking for 100% yet. I knew the game was going to be trouble when the burning town segment was its own fucking stage when previously that scene was just an intro in the previous games. Still better than RR though although that's saying absolutely nothing really.

Risky mode was huge fucking letdown. Like half a fucking year and they couldn't make more stages or even new bosses. Risky having to fight her own fucking ship and tinkerbats in the town stage was so fucking stupid. Her whole upgrades system could have been cut in half, maybe even more. Most of the shit was pointless or overkill. It was nice not having to jack with dances though and just being able to seamlessly flow into things like in PC. Ending was horribly anticlimactic. That new succubus enemy was hot as fuck though. Too bad Shantae didn't get a dance for that. Although it would have probably been worthless like spider I imagine.

9-5 was working on their licensed games, they had to do additional work out of those hours if they wanted to make their own stuff.
