The game was taking place during an epidemic, so littering the streets with corpses would:

>Make the streets infested with rats who feed on the corpses
>Rats are the carriers of the plague, which means mo rats = mo plague

So yes, under the circumstances of the game, killing people would contribute to spreading the plague and worsening the atmosphere in the cities, since people would be terrified of the killer murdering the shit out of people in the streets.
