It means they can't get a publisher funding for whatever reason.

Crowd Funding is a decent concept, but it relies on hype meaning that often they lack proper plans or the means to carry out those plans. People can just make flashy promises and get 200 thousand.

There are honestly over a dozen great games that came from Kickstarter, and that's without even getting into the games that I don't personally like because they aren't my style of game but they are critically beloved.
