It's arguably the least fun because of it.
There are specific areas of the game designed to not be fun and make you question why you're playing.

MGS3 is generally considered by most people to be the best, and doesn't carry a lot of the gravitas that 2 did but still has serious drama.

Neither are really overrated in my opinion.
They're both landmark video games and masterpieces in their own right.

It has by far the most limited level design and after act 2 you straight up barely play Metal Gear, it's nothing but setpieces and gimmick robot fights (the robots can't be CQCd or affected by any items other than chaff, so fighting them limits the many options that metal gear is known for making them repetetive and boring)

MGS2 is widely overrated. People only like it because of the Colonels speech at the end because it's so deep. Everyone ignores all the awful backtracking, swimming sections, escort missions. And everything that isn't those things are just copy pasted sections from MGS1. All the Raiden and Rose shit was terrible. Bosses were lame. The entire Stillman section feels like it's just there to pad the time out. Half the struts aren't even accessible because the game was unfinished.

What makes MGS2 so solid is that it's a natural evolution of MGS1's game formula, and the story as well. Just as MGS1 was a product of its time politically, MGS2 is as well.

MGS3 is arguably more overrated (but still a very, very good game) because it ditched the theme of society and one's purpose in life for an anti-nuke message, and a more tragic personal story for the character.

MGS1 and 2 touched upon characters like Snake, who were just nameless soldiers, being held in a high regard they've done nothing to earn.

MGS3 and every subsequent game about Big Boss is the essence of that theme. Boss as a character is idolized by people for his tragic life when he's nothing more than a soldier with a mistaken view of someone's dream for the world.

MGS2 is only as 'overrated' as it is because it's the most refined version of the MGS1 genre, so refined that MGS1 got a remake with its formula just to demonstrate how well it was from a gameplay standpoint.

MGS2 was an experiment from beginning to end with BALLSY as fuck decisions and an ending that might have you look like a fool years later.
I have to admit that I started with MGS2 since I only had the HD Collection on the 36 but as soon as it's revealed to be a simulation of the legendary Shadow Moses mission it blew my mind since I really felt like Raiden at that moment.
To play as Snake in the beginning made you feel badass and then he joins you. It's just really cool.
I think people should appreciate MGS2 for taking such a high risk since the reward at the end is satisfying

I get what MGS2 set out to do and think a lot of it's meta narrative is fascinating, but I just find it to be a tedious chore to play through. The over reliance on back tracking and Big Shell itself as well as some of the more annoying sections of the game like the sniper section where you're protecting EE just make it more annoying to play through than an overrall enjoyable experience. I fucking hate the soap opera-tier relationship drama between Rose and Raiden too.

I still enjoy it for what it brings to the series and the things it did do well, like the guard AI and some of the boss fights, but my favorite is probably a tie between MGS1 and 3 since I found both of them to be mostly entertaining the whole way through, with the exception of a couple sequences in 1 and the amount of time you spend in menus in 3. I can't really think of a game in the series that I actively disliked the whole way through though.

I finished 2 recently and am almost finished with 3 (right before The Boss, after Shagohod) and to be honest 3 feels like they played it WAY too safe in all aspects, mostly in the story department. At least 2 experimented a lot and the ending is extremely satisfying. The ending speech with the Patriots is also way ahead of its time imo. Maybe the ending of 3 will redeem it but I'm not so sure, I still have to slog my way through to The Boss.

MGS 2 is the most satisfying game to pull of though especially on harder difficulties. The big shell and arsenal gear in particular are very fun in a no alert/ no kill run and the last two boss fights are really monumental and epic. Also trying to figure out all the little details in the codec conversations with the convoluted plot make replays feel better when you can comprehend the story.
