I'm not sure where you're getting this leap in logic. 2-4 is great because it forces Phoenix to re-examine his black/white moral dichotomy. Sure, Andrews isn't a bad character. But I didn't like her until T&T.

I'm not sure what you're struggling not to get. If you like her good for you, but don't make shit up saying whether or not you like her is central to liking case 2-4. If you wrote her out the case would function just fine as long as you had any other scapegoat "villain" to briefly try to frame. Her importance to the case is exclusively in a brief finger to point towards and to distract you from the real villain.
