With the latest patch he doesn't care about settlements anymore. He just slowly follows the sole survivor around and when he gets close he locks you into a cutscene dialogue where he tries to convince you to buy mods.

Step 4 is a mod which makes vanilla NPCs want to screw the sole survivor after passing charisma checks with them or finishing quests.
