Typically region locked consoles tied along with European region games (PAL and all that).
There was no law against modding your consoles and electronic stores would be equipped for that purpose; which was how I got Legend of Mana back in the day.

Up until recently games bought overseas weren't taxed at all because the limit is $1000 but the government has started singling out the big dogs to get some more cash. There are no other taxes, the high prices are simply price gouging an affluent, isolated market
