Always have been, since Puyo Puyo Tsu you only see 4 in a single match though.

The first game had 5 colors as the default. Every game after defaults to 4, but sometimes has 5 in higher difficulty settings or in late game stages of single player.

That being said, in a lot of the newer games like puyo puyo tetris it'll randomly pick from 4 of the 5 possible colors in every match, so you do see all of them.
