The NCR explicitly has the problem that a good deal of the areas under their command are still stuck in the dark ages because the NCRs warmongering and reliance on Brahmin Barons has forced them to direct all their funds into supporting those two groups of the Republic. The average citizen of the NCR does not have access to electricity, nor are they generally all that safe from the attention of Raiders and dangerous animals. Followers have a university in Boneyard and OSA founded its own in order to train non-Follower cadres. Industrial infrastructure also necessitates a robust system for training engineers and technicians, so there must be enough elementary and technical schools to at least cover urban population centers. NCR is an industrial nation, they're past the point where you can improvise infrastructure from scrap.
