All enlisted are out ranked by WO's who are outranked by all commissioned officers. They're the cream of the oreo.
NCO means a senior enlisted man, but they are still outranked by even the newest, most junior WO, and even the most senior, WO-5 is still outranked by the newest, greenest 2LT or ensign.

I served a stint in the United States Marines. A master chief petty officer is the highest enlisted rank you can achieve without a commission. Warrant officers are a little weird because they are technically officers but they aren't. It's like an enlisted officer of that makes sense.
