Probably best you just wait for release if you're gonna build a proper PC, since it will be free.
Even if you could run it, it would be at a reduced resolution and you'd hit barely playable FPS, and i haven't tried Champions yet, but if it's anything like Quake 3, 20 frames will do you no good.

I have a i7-4500U and a 2GB HD8850M, runs pretty stellar on medium settings. Basically you can try UT4 and if it runs well then Quake Champions should too.
