I played Horizon for the first time at my friends house yesterday and on several occasions Aloy teleported over to enemies to take a hit, and even when that doesn't happen she naturally tethers towards whatever your attacking. Her attacks also have like a full second and a half of delay before the animation actually gets to fucking attacking things. Not to mention it has Dark Souls 2itis. And enemies nowhere near me were consistently getting hits in.
Plus shooting a bow is a cornerstone mechanic of that game, and it uses shit tier stick aiming with no gyro aiming option despite the fact that the DS4 is 100% as capable of it as a WiiU Tablet or Switch Controller.

I can't imagine what possess someone to praise the games combat. The enemies have good movesets. Aloy does NOT.
