It's fun even if you don't like Naruto that much, though it does have some stuff that can be easily spammed. As long as you don't try to play it competitively you should have fun.
Best Naruto game is a matter of opinion. I liked the Ultimate Ninja ones on PS2.

It's fun if you're a Naruto fan. Otherwise it's just flashy images, people screaming at each other and overly complicated characters and a story that keeps introducing new main antagonists every 20 minutes or so.

I'd recommend 3 before I recommend 4. I liked the fights and story stuff more. The whole series is pretty cool, if you have a chance I'd say play all four games.
