People were going to nexus and submitting any random mod they could find, people were rampantly stealing/plagiarizing other people's work to try and make a quick buck

Paid mods in themselves aren't a problem, the system that Bethesda is trying to push to try and make a quick dollar off them is.

Pushing a mod as a product is a lot different from them existing as other people's hobbies. If it's a product there's certain obligations that creator is obliged to uphold including full support/trouble shooting/feedback/conflict resolution/full compatibility with all other paid products/QoS/Value for money etc etc

They currently don't offer any of those things, so why should I pay for it? Why should I support someone shoveling shit onto the internet when someone else is doing it for free because they enjoy it and they know they don't have the capacity to support their creation is a full on product?

The 'mods will fix it' mentality is the reason that Bethesda doesn't need to put forth any effort in their releases anymore. Once the normals latched onto skyrim, the hope of anything good coming out of their office dwindled into nothingness.

It's actually CPU that brings down the performance for most of the people, not GPU. Fallout 4 isn't that tough on GPU as long as you don't but godrays on ultra, but the way how the game renders distant shadows taxes CPU ridiculously hard, culminating in almost certain framedrops in urban areas.

Just try it, turn distant shadows to low and all performance problems should disappear.
