The game really becomes generous with its skill points and whenever I'm doing a high INT run I feel like I actively have to nerf by distributing them in the most inane ways possible and getting useless perks (or shutting them off entirely) to prevent myself from being a god.

You're absolutely right. NCR is the stupid normalfag choice. Even I went NCR in my first playthrough, they were the most accessible to get into their questline, they actually do have the most quests out of any faction(though I didn't know that on my first run), and it was satisfying getting all those experience points. I don't regret it, it was fun and complete. But after doing all four factions' questlines, I have to say Mr. House is the best option for the mojave. He's the only "faction" that can run a city on his own two legs. He doesn't need slaves to keep vegas running, he doesn't need excessive taxation or tyranny, he doesn't need(or want) to shoot someone every time they steal something. He even lets the casinos RIGHT ACROSS THE STREET from him maintain some measure of autonomy. Mr. House's only flaw is trusting the courier with access to the lucky 38, because he thinks that the man who he dug out of his own grave would have a bit of loyalty or decency. He makes absolutely no other mistakes in any questline.

Of course that part was a bit stupid. Absolutely nothing Ulysses says makes sense if you don't dig through the divide extensively for it's backstory and History. Hell, some what he says doesn't make sense even if you do know the backstory. But lonesome road was an extremely immersive and fun experience. Everything in it is based on a theme, it's like a serious exploration of all the fallout series is about.
