It's not so you couldn't tell anyone about the black mesa incident. If G-Man wanted to he could have plopped Shephard right back down where the nuke was.
He detained Shephard because he saw value in him, in the same way he saw value in Freeman. Duh. In a parallel universe where Half-Life was actually a series that continued and Valve weren't shit I wouldn't even be surprised to see Shephard come back for an expansion for Half-Life 3 or something because they know that even though he is Gearbox's creation that a lot of Half-Life fans like the character. Gabe has been asked questions by fans back in the day a lot about Shephard returning and whatnot.
