I won't assume who did what, but one of the big complaints for their other titles was they are to short so this game is all about replaying the same levels over and over to get better skills and charms.

The skills themselves make no sense in tmnt, and all the skills are on a cool down so basically you only have a basic light attack and heavy attack combo something all platinum games let you do cool shit with. In tmnt your light combo always ends in a launcher and your areial light combo always ends in a knock down attack. so no combo variety.

basically its an extreme button masher with no combo variety and the only cool albeit dumb attacks for the turtles to have are on cool downs. Even switching turtles was a pain because you had to hold down the button that lets you access your special moves so if you start attacking to soon you waste a special

Best Special in the whole game. Not only does it damages anything on its path, it also puts you put of harm's way should you use it correctly.
Donatello has a similar one, but slower and with less reach.
Leo has a more defensive special. Not bad but you're fucked if you got the timing wrong when using it.
Mikey's special outright sucks.
