Lightning Returns: Final Fantasy XIII was called that instead of Final Fantasy XIII-3 because Square Enix determined that removing the sequel number would make the game more enticing to people who hadn't played the previous ones. Considering it's been a long time since the first two No More Heroes games, it might make sense here as well.
