Why do characters who look fine in-game look like they got a dose of Down's Syndrome in the cutscenes of FFX? This game must be the game with the biggest difference in looks on characters between in-game and cutscenes.

Why are you using the word 'cutscene' to refer specifically to FMVs when the game is full of far more in-game cutscenes? Your point becomes invalid because in most cutscenes they look identical because they are the same models.
