Between the 3v3 setup, Bamco money for the big license, the fact that they have a lot more general manpower on this than their usual games, the fact that it was likely greenlit over a year ago and still has 6 months before release, and the fact that each individual DBFZ character has less individual moves/animations than an Xrd character by a good margin, I think you're greatly underestimating the roster size.

We'll get between 24 and 28 at launch, then 2 DLC characters. There's no way they'd play their hand this early by putting out almost every character by late August when it's not out until February.

I'm no One Piece fan, but at least it's consistent and has its own style with a clear goal in mind. From my understanding watching the OP anime is a horrible idea because Toei paces it incredibly slow without having any good animation, but it's always better to base things off the manga.
