The basic gameplay is a solid, rewarding, diverse experience.

The story is awful and conveyed poorly.

The amount of things to do within the game runs out quickly and it starts feeling like an MMO almost.

It's not a perfect game. It's a decent game, better than most games that came out that year and recently, that fails to capture what made MGS2 and MGS3 such excellent experiences.

I get it, I appreciate what it tries to do story wise(even though it fails and people only seem to remember the last parts of the story) but gameplay wise it didn't feel that good. Most of it has to do with the location (very bland and poorly designed) and the enemies (that still have cone vision in the 21st century).

Replaying the game made me think it was actually pretty good. The missions are decent, some are good and some are bad. The game really lacks on chapter 2 and the abrupt ending made people hate it but personally, I like it. There's no point in playing the game after you've complete all the missions, the open world will feels bland after that for sure.

The gameplay in MGSV is pretty solid, but it's so obvious that the game wasn't finished. Having to split Ground Zeroes off into its own thing to get more money was the first sign that Konami wanted to make money as soon as possible and that Phantom Pain was going to be rushed out the door.

Yes it was and Venom rejecting Quiet was the cherry on top.
