At least for now you can try to rename de .esl file to .esm but you probably gonna broke the file.
NMM does not recognize .esl files YET and FO4 launcher loads .esl files only through Creation Club. there's some "key" files with.manifest extention on the main folder called Creations but you can't load them external.

Until the community find a way to pirate the Creation Club mods the only ways is using the .ba2 assets and recreate the whole .esl into a .esp through the Creation Kit.

Fallout 4 has some great modding potential, even as just an autism sandbox to fuck around in with the settlements system.

At the moment we only have access to the assets.
But the plugin iselft is blocked by two files one new kind of .esp called .esl and other archive .manifest.
You can try to rename the .esl into .esp or .esm and see if works or try to recreate the whole .esp into the CK.

would you like to know how they handled support for railroad ballistic weave
instead of being a simple boolean value attached to armor, and placing a simple function in a basic clothes/armor definition, it's a combination keyword, boolean and function system, with a default value of false, on every armor single piece, that if it has the keyword "railroadarmoryes" or something, the function returns sets a value of true to the thing, which is evaluated elsewhere.
It was probably even dumber than that, as it's been a while since I made custom patches for the mods I've got running but it's absurdly dumb.
