It's true, it's a useless phrase. It's usually used to describe unlikable aspects of games without having to articulate what exactly they mean.
It's used to describe: bad controls, bad camera, trial-and-error gameplay, inflated HP numbers, and probably some other things I'm forgetting. People could attack these qualities individually, and make an argument about the game's faults. Instead they just spout "artificial difficulty," and walk away.
The most obvious reason the phrase is useless though, is when you ask people what "real" difficulty is in contrast to artificial. They never give a sufficient answer. Also kys frogposter.

Originally artificial difficulty referred to when a game had unintended difficulty, from things such a bad camera or being excessively buggy.
So in that sense, it is a real thing.
However around when Dark Souls came out, people here just started using the term whenever they could because it triggered the fanbase
