This isn't him self-proclaiming it, it's the description of him given by the devs. Guy is literally called "The Evil King", looks like another shitty Raoh knockoff like Kaioh and all those OC donut steels from the SNES games and the Banpresto game, and his shtick is also the same as Raoh's - trying to conquer the land and constantly raiding Eden with his huge army that he amassed through iron rule.
