Of what? Youtube is always in the red but Google kept it afloat as it strengthens their brand. Are you saying Valve couldn't do the same with CS? Keep the servers up even if the game sales didn't cover it and just use their Steam sale money as upkeep.
This is a fairly common practice in any industry. Just look at why consoles are sold at a loss. Valve is just greedy and doesn't care about games anymore.
