How do you avoid cheating in turn based artillery games?

I'll admit I know nothing about programming or hacking, but it seems most cheats in FPS and stuff try to read data from the server such as other players' position and then inject certain data in the game you are running such as their positions or how much HP left they have. I think anti-cheat work but trying to avoid those on-the-fly memory rewrites. I think that's very roughly how it works.

Now, in a turn based artillery game rewriting to memory is not needed. You could just have an overlay window that says what angle and how much force you need to use to hit each character. No need to inject anything.

The only way I can think to avoid cheaters to hit 100% every time is adding RNG, which sucks in a game about precision.

Is the genre doomed to only be enjoyable among friends?
