The story I heard was a team at Valve would go to work every day, work on all their regular shit like TF2, Source, Steam, CS:Source and whatever else, then go home and play Warcraft 3 Dota for hours. At some point they realised how brilliant the game was and how ridiculous it was being stuck on that archaic platform, they also had the power to help Icefrog bring the game into the modern landscape so they took the plunge and went for it, it is basically a passion project for half of Valve at this point.

It's clearly the biggest project at Valve right now and has been for the last 7 years. It has the most patch support, the most esport bux help from Valve by a long shot, it was the driving force behind Source 2's development, it's the only Valve game that doesn't constantly get hated on by members of its own community and it drove improvements to Source 1 when it was first developed, like cloth physics.

I really believe the only reason for all that is because there actually is a really large amount of people at Valve that actually play the game regularly, including Gabe, it almost seems obvious that there are jack shit high up people at Valve that play CS:GO or TF2 on the regular, they are out of touch as fuck compared to how they handle Dota 2, and I don't think it all comes down to Icefrog, although i'm sure thats a huge factor.

You're looking at the wrong market, Artifact isn't for steam users or Valve fans, its for Dota fans, fans so within the Dota bubble a huge amount of players only got steam to play Dota 2, they wouldn't even know Valve made the game if it wasn't for the International.

Another thing is Dota 2 has pretty long ques compared to most other multiplayer games, this is especially true for the extremely high MMR players, the pros and streamers, literally top 500 players, if every Dota streamer is playing this while waiting for queue pops its gonna explode.

I can't speak for Starcraft 2, but Warcraft 3 had a huge modding scene that worked really well. Dota even started off as a very popular WC3 custom map. It was shit with a community so toxic it would make even League of Legends kids look like saints, but popular nonetheless.

I'm sad that Parasite custom game never took off like Dota did. That was some fun shit.
