Magic scrolls are literally designed for people who do not invest into mana at all, any magic scroll costs 10 or below mana to use - there are even scrolls for summoning a level 40 - or - something demon.

Also, if you're a paladin you should invest a bit into mana because the anti - undead magic is really useful.
