What you're describing has happened in, what, 5 or 6 Sonic games? All of them being from the dark period of Sonic (games like Heroes and 06). There are infinitely more Sonic games where it's just plain old Sonic vs. Eggman.

He's campy and silly looking enough to be likable while also competent and tough enough to be intimidating.
