It really depends on you. The Online Community is on the decline, but the story sections are great in my opinion. The Animation is beautiful and hand drawn, the music is catchy and drenched in that classic 40's era jazz. I personally like it. Make sure you get 2nd encore so you get the voice acted cut scenes and all the dlc characters.

You can still find online matches with this game's good netcode and decent numbers for a fighting game but since it's 5 years old, you'll mostly find people who will shitstomp you really hard.

It's a good casual game if you have a friend to play with or if you're not too lazy to find other beginners like yourself.
The single player stuff is good. There's a nice challenge trials mode, combo trials, and a training mode that lets you check out all the animations in slow motion.

Pros:
-Good place to start in fighting game, teaches you 6 button fighters as well as doing combos similar to Blazblue and Guilty Gear, while having a somewhat strategic neutral (but if you play it, more than likely, it wont be)
-Great Tutorials, especially with 2nd Encore
-Hitboxes and hurt boxes are the most precise in any fighting game I know of, you never feel cheated when someone hits you
-No infinites like UMvC3, you most likely won't die in one combo
-Balanced I think?

Cons:
-Due to the fixed hitboxes, you won't be used to other fighting games with broken hitboxes (though this isn't a problem)
-If you're a new player, you won't learn the neutral as well as say, Street Fighter
-Dead for the most part

For the most part, I'd get it 100% on sale if you want to learn fighting games. Also, grab a few copies for your friends.

The skeleton and the dude on the right are just some random backer characters as far as I know. The blue and white girl is basically a mascot/stand in for this one company that does SG merch.
I think its kind of cool that they did the backer background characters thing, but a lot of them end up looking quite out of place.
